Warm layers, gloves, a charged phone, and cash. The rest is optional. The gloves are not.
Short answer: dress warmer than the daytime forecast suggests, bring gloves after mid-October, carry a charged phone with your ticket on it, keep some cash, and wear shoes with grip. How Salem night tours actually work
Most tours meet at a set spot downtown, often near the Common, Essex Street, or the wharf, and walk a loop of a mile or so with eight to twelve stops. At each stop you stand on a sidewalk or in a small square for five to ten minutes. Groups range from a dozen to fifty people on peak weekends. Tours go out rain or shine and rarely refund for weather. Almost all of them end within a few blocks of where they started.
So you are outside for well over an hour, mostly not moving, in October, near the ocean, after dark. Pack for that, not for the pleasant afternoon you had.
The checklist
A warm middle layer and a wind layer. A fleece or sweater under a shell or jacket. The wind off the harbor cuts through a sweater alone. A Benton Springs fleece under a packable rain shell is the combination. In the last two weeks of October, add a hat.

A charged phone and a small battery pack. Your ticket is on your phone. So is your ride home and your photos. Cold drains batteries faster and a two-hour tour after a full day of photos is exactly when it dies.

Cash. Guides work for tips, and a lot of them are excellent. Ten or twenty dollars a couple is normal. Some smaller tour companies and the psychic fair tents nearby are cash-friendly too.

Water, if you want it. Nobody stops for it. A small bottle is fine. A big one is a nuisance to carry for ninety minutes.
What to leave behind
A flashlight, because the guide has one and your phone has one. A tripod or any serious camera gear, because you will never have time to set up and it annoys the group. A large backpack, which bumps everyone at every stop. An umbrella, mostly. In a crowd of forty people, umbrellas are a hazard, and a hooded shell does the job better. And any costume piece you cannot walk a mile in.
Booking tips from someone who lives here
Book ahead for any October weekend. Walk-up spots exist on weeknights and in early October, and they do not exist on the Saturday before Halloween. Earlier tours are warmer and less crowded. Later tours are darker and more atmospheric and colder. Pick based on which of those you care about.
Check where the tour ends before you book dinner. Most loop back near the start, but not all, and a 9:30 PM reservation across town after a tour that ends at 9:20 is a bad night.
Eat first. A tour that starts at 8 PM ends around 9:30, and kitchens in Salem close earlier than you would expect on weeknights.
