Salem weather in October, honestly
Early October: highs in the low to mid 60s, lows in the upper 40s. By Halloween week: highs in the mid 50s, lows around 40, sometimes lower. Expect rain a handful of days, and wind off the harbor most evenings.
The problem is not one temperature. It is the swing. You will be in full sun on Salem Common at 2 PM wishing you had worn a t-shirt, then standing in a tour line on Derby Street at 8 PM with the harbor wind coming through your sweater. Dress for both in the same outfit and you are fine.
The Salem October uniform
This is what locals actually wear from the first weekend of the month through Halloween. The pieces are the same for everyone: a base layer, a middle layer, a shell, jeans, real shoes, and a few late-month extras. We picked one of each for women and one of each for men, all things we would pack ourselves.
What to wear in Salem in October: women
Base layer. A slim ribbed long sleeve in oatmeal or black. Cotton is fine. You are walking, not hiking.
Middle layer. This is the piece you will take off and put back on six times a day, so make it one that packs small. An oversized crewneck sweater, a brushed cotton flannel, or a Columbia Benton Springs fleece all work. A chunky open cardigan is the easy third layer for museum days.

What to wear if you are dressing up

Weekends versus weekdays
On October weekends, Essex Street is shoulder to shoulder from late morning until well after dark. Wear a crossbody bag or something that closes, keep it in front of you, and skip anything with straps or fringe that snags. Weekdays are calmer and you can dress like it is a normal fall day in a small New England city, because it is.
What not to wear in Salem
A heavy winter coat, because you will carry it by noon. New shoes of any kind. Heels, on cobblestones, at night, after a cider. White sneakers if you care about them, since the leaves are wet and the brick is dirty. A big backpack, which the museums will make you check and the crowds will make you regret.
